A Day in the Life

Serves as a member of team that:

  • Supports the Financial Management Directorate and FM Business Solutions Office (FMZ).
  • Assists the government with financial management operations.
  • Monitors and coordinates program resource allocations.
  • Supports Government representatives at meetings.
  • Supports the Geospatial Intelligence Financials (GEO-F) and Organization Requirements and Budgeting Information Tool (ORBIT) systems, including future enhancements.
  • Understand the Planning, Programming, Budgeting, and Execution Cycle.
  • Develop and validate financial requirements.

Time Well Spent

Duties include:

  • Developing, maintaining, and supporting program schedules.
  • Business Case Development for financial business systems such as GEO-F and ORBIT.
  • Developing and maintaining system documentation and training materials.
  • Participating in joint meetings related to operations and maintenance of NGA’s Core Financial Systems.
  • Developing IV&V testing processes to validate financial results prior to implementing system enhancements with NGA’s Core Financial Systems.
  • Coordinating and participating in system engineering and technical exchange meetings to support quick resolution of architectural, design, system interoperability and policy issues.
  • Coordinating and participating in milestone events to include requirement reviews, design reviews, and program management reviews.
  • After operational needs for enhancements or system changes are assessed, define and develop technical requirements and specifications for development and test.
  • Coordinating with security organizations facilitating security certification and accreditation documentation and activities such as security reviews and package submittals.
  • Developing reference architectures, implementation plans, concept of operations, exercise plans, data strategies, and process flows.
  • Developing and implementing financial business system enhancements for GEO-F and ORBIT.
  • Troubleshooting system related issues ranging from SF-133 reporting issues to IPBS issues related to ORBIT’s report intended to feed the ODNI’s system.
  • Supporting Financial Audit Readiness and Remediation Activities.
  • Developing and validating “as-is” and “to-be” business processes.
  • Assisting with process gap analysis and influence business transformation.
  • Developing, interpreting and revising accounting and finance systems policies and procedures system designs and requirements provide for the integrity of financial records.
  • Participating in user testing and acceptance of software and applicable interfaces, development of test strategy, execution of the tests and documentation of results.
  • Implementation of financial systems in the federal environment from both a systems and functional perspective.
  • Working in a dynamic work environment and being able to respond to short deadlines with an energetic, results-oriented attitude and committed to improving processes, outputs, and outcomes in NGA.

Qualified Candidate

Required:

  • Bachelor's Degree with significant quantitative analytic such as Business, Mathematics, Statistics, or Operations Research, or equivalent work experience.
  • Demonstrated specialized experience in system engineering, business, finance, or economics.
  • Demonstrated specialized experience in schedule, cost risk and benefits analysis.

 

Exceptional Candidate

Desired:

  • MS, or MBA.
  • Demonstrated specialized experience conducting analyses that involve complex technical parameter, acquisition and logistics requirements, schedule constraints, procurement and business principles and similar cost-influencing factors.
  • Demonstrated specialized experience developing life cycle cost estimates utilizing various methodologies (i.e. parametric, analogous, engineering judgment).
  • Demonstrated specialized experience with ITIL and Agile Methodologies
  • Demonstrated specialized experience in business case development.
  • Demonstrated knowledge of current system and data architecture, and data engineering
