    A Day in the Life

    Knowledge Link is in search of a Senior-Level Financial Management Analyst to provide support to Program Management Office’s (PMO)’s within the TIB Office. This position also serves as a member of team that provides strategic acquisition and operational engineering and advice.

    Time Well Spent

    Engineering Support:

    • Monitors and guides contractor software developed under to the Scaled Agile Framework environment (SAFe) methodology by participating in all planning/retrospective meeting (Release, Sprints).
    • Coordinates and accomplishes system tasks involving; engineering, security, testing, integration, transition, deployment, operations and sustainment.
    • Reviews, tracks and reports the status of integration efforts with PM’s.
    • Reviews and provides technical assessment of Rough Order of Magnitude (ROMs) for new Search & Discovery Services Scope.
    • Coordinates with NGA Configuration Management (CM) and Mission Technical Review Board (MTRB) on contractor Engineering Change Proposal (ECP) submissions providing senior leader oversight into proposed changes to the enterprise baseline.
    • Coordinates, participates and makes recommendations in system engineering and technical exchange meetings between program contractors and enterprise elements; and provide technical input to program briefings and other documents as needed.
    • Evaluates Agency requirements, capability deployment and operations integration through review of design and programmatic documentation and milestone and readiness reviews to manage cost, schedule and performance.
    • Provides Acquisition Systems User Access Services (ASU) and CM support for the review of the MTRB of Request for Change (RFCs) and ECPs submitting recommendations including impacts programs, in particular, using the Configuration Management Wizard tool.
    • Coordinates, participates and makes recommendations in acquisition milestone events including but not limited to:
    • Requirement reviews.
    • Design reviews (Initial Requirements Review (IRR), Initial Design Review (IDR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Milestone A & B).
    • Test readiness planning/reviews (Requirement Verification Matrix (RVM) Meetings, Factory Testing, Pre-Ship, Test Readiness, Operational Readiness, and BETA 2).
    • Program management reviews.


    Coordination, Meetings and Program Management Support:

    • Provides recommendations and cost assessments of contractor ECP, ROM for Government consideration in response to NGA RFCs enterprise events.
    • Manages the creation, execution, and monitoring oversight of program financial budget activities.
    • Provides support to the PM in planning and technical exchanges between prime contractor, segments, projects and customers.
    • Makes recommendations for PMO ECPs, RFCs program reviews and program hardware/software architecture.
    • Serves as Subject Matter Expert (SME) regarding NGA Contract Acquisition process to assist the PM in developing an acquisition strategy for new or existing contractor support.
    • Preparing program status and strategic planning briefings for PM presentation at various senior level leadership discussions.
    • Coordinates with the White List and Software Asset Management teams to seek approval to add new software to the NGA baseline.
    • Attends requirements reviews, design reviews and meeting dry-runs as necessary; and responds to technical questions posed to the programs by segments interfacing with portfolio projects or other project personnel.
    • Maintains a professional rapport and positive business relationships.
    • Performs and supports various budget activities with the PM by:
    • Collaborating with various segment Budget Analysts to identify appropriate funding to cover contractor proposed expenditure impacts to support RFC activities.
    • Analyzing and developing program Fiscal Year (FY) spend plans; identifying possible budget constraints; and then working with NGA Financial Management to develop strategies to overcome funding shortages.
    • Generates funding documents, process invoices, and track contractor expenditures and efforts against contract funding and value obligations.
    • Generates Independent Government Cost Estimates (IGCE) capturing derived requirements, deliverables, and technical assessment of engineering effort for new or updated tasks.

    Qualified Candidate

    • BS. degree, or higher, in Geography, Computer Science or a related field.
    • Experience with all stages of system life-cycle and operational concepts from SOW, ECP and Earned Value Management (EVM) review on the side of the government through system engineering, user engagement, IPT management, and database definition, through risk assessment and mitigation, test and deployment.
    • Demonstrated experience designing, engineering, developing, deploying, and maintaining geospatial-intelligence production system.

    Exceptional Candidate

    • Experience in transitioning systems from development though operational installation and transition to Operations & Sustainment.
    • Understand the geospatial intelligence mission and its contributions to the IC.
    • Understand GEOINT Financials (GEO-F), and Purchase Requisition Information System
    • (PRISM).
    • Knowledge of NGA Legacy Heritage system data management to include terrain, elevation, hydrographic, cartographic, bathymetric and image hardcopy and digital products.
