    A Day in the Life

    Knowledge Link is seeking a Senior Level Financial Management Analyst to provide support for the CIO-T/TCFP budget, execution rate and analysis of the Agency-wide -and Open IT Portfolio specific- IT investments. This position supports CIO-T performance management efforts and will require tracking, analyzing, and reporting on CIO-T and Open IT execution rates informing TCF and Open IT Portfolio leadership on the state of IT investments. 

    Time Well Spent

    • Analyze current and prior execution rates and spend plans to identify potential opportunities for invest/ divest decisions. Support CIO-T's quarterly performance management data collection, analysis, and reporting to Congress via the Performance Management Reporting Tool (PMRT) measures mandated by ODNI.
    • Support zero-based review (ZBR) and unfunded requirement (UFR) reviews to help the CIO­T Program Managers, Director of TCF, and the CIO understand and address funding gaps.
    • Assist in the development management level briefings and present briefings when necessary.
    • Demonstrate problem solving skills that demonstrate a broad understanding of NGA PPBE, acquisition, and IT portfolio management processes. Act as trusted advisor to TCFP leadership.
    • Demonstrate Proficiency with Microsoft Office tools, expe11ise in the functions and application of Microsoft Excel spreadsheets.
    • Strong history/experience in customer-service and developing actionable recommendations, able to advise leadership on tactical and strategic issues; adept at managing customer expectations.
    • Exemplary oral and written communication skills; able to communicate effectively including briefing development and oral presentation, technical/non-technical writing and editing; experience and ability to accurately and succinctly communicate information to and interact with senior representatives from NGA, DoD, and the IC.

    Qualified Candidate

    • Bachelors degree, or higher in a business or finance, or equivalent work experience in business or finance.
    • Experience designing, developing, and building financial models and tools.
    • Recent experience (last 2 years) in federal planning, programming and budgeting, financial data analysis.

    Exceptional Candidate

    • Familiarity with NGA's 40+ IT Programs.
    • Understanding of the NGA mission and organization structure, and broad knowledge of the National System for Geospatial Intelligence (NSG), NSG partners, Department of Defense and Intelligence Community (IC) intelligence oversight organizations, missions, and organizational priorities.
    • Understanding of the NGA Vision, architecture, and strategy.
    • Recently working at NGA within CIO-T in one or more IT, IT support, and/or financial management Key Components or functions.
