    A Day in the Life

    Knowledge Link is seeking a Mid-Level Financial Management Analyst to provide support to CIO-T/TCF IT Portfolio Planning and Performance Management activities. In this position, you will be working as a flexible member of a diverse team of professionals focused on Financial Management, Lifecycle Management and Business Strategy. You will be supporting and developing processes for data analytics, cost benefit, cost estimating models, risk and sensitivity analysis to deliver data-driven IT investment recommendations for CIO-T and Open IT portfolio.

    Time Well Spent

    • Work as a part of an integrated IT Portfolio Management team to include direct interfacing with program offices.
    • Conduct financial and benefit analysis for strategic business cases which influence investment/divestment decisions for the CIO-T
    • Support CIO-T/TCFP and Open IT Portfolio Management capacity planning activities to forecast costs, develop performance measures, and identify opportunities to improve Portfolio operations and drive down costs.
    • Conduct cost benefit analysis of agency-wide and IC-wide IT investments and make recommendations to help the Deputy Director, CIO, Deputy CIO, Chief Financial Executive, and IT Portfolio Lead maximize NGA’s benefits while minimizing cost.
    • Support the Intelligence Community (IC) Program Planning and Execution efforts.
    • Attend meetings or discussions with/for NGA/TCF personnel and designated points of contact related to SETA support;
    • Support the government team lead by attending, hosting, and/or facilitating Meetings and Integrated Product Teams (IPTs
    • Gather information, provide analysis, advice, options, recommendations, or ideas to NGA/ leadership in the form of memoranda, briefings, design documents, or other artifacts to address issues or concerns;
    • Assist in the development of management level briefings and present briefings as necessary.
    • Demonstrate problem solving skills that demonstrate a broad understanding of NGA portfolio management, cost estimating principles, the role and responsibilities of CIO-T, and the NGA 40+ IT programs.

    Qualified Candidate

    • Bachelors degree or higher in business or finance, or equivalent work experience in business or finance.
    • Specialized experience of portfolio management, program management, governance, policy, and strategic planning experience.
    • Experience at NGA and/or in the DoD/IC
    • Strong interpersonal skills at all levels.
    • Proficiency with all Microsoft Office tools to include Project and SharePoint.

    Exceptional Candidate

    • Knowledge of the portfolio management process, including working groups, integrated product teams, governance boards, and CBJB development.
    • Familiarity with NGA’s 40+ IT Programs and fundamentals of AWS offerings.
    • S. degree in Economics, Business, related field or equivalent work experience.
    • Experience maturing CIO processes through the integration of IT portfolio management, enterprise architecture, IT governance, and IT strategy.
    • Experience analyzing and developing recommendations regarding the implementation and improvement of DoD policies
    • Background in data manipulation and developing data driven recommendations.
